Proposal
Purpose
The Internal Research Support Program is proposed as a practice to support the research currently conducted at the Picard Center for Child Development and Lifelong Learning (Picard Center). This program is relative to the “Pathways to Louisiana’s Future,” an integrated longitudinal data system. These data sets are available to support various research projects, which can provide the Picard Center and the selected affiliates with the capability of conducting unprecedented research studies incorporating data collected from numerous state agencies. In developing this rich integrated data system, the Picard Center is also establishing a magnificent breadth and scope in the ability to connect the dots across the disciplines of education, health, quality of life and workforce. This project will make it possible to identify trends and discover relationships in data among agencies across Louisiana. In some incidences, the system has the ability to follow individuals along the pathway, or at specific junctures, from birth into the workforce, thereby capturing long-term economic and social outcomes. Upon request, a data catalog is available for review.
With this proposal, UL Lafayette faculties are afforded the opportunity to foster interdisciplinary research on the UL Lafayette campus using the data sets harvested by the Picard Center. The data can also be used to provide the necessary documentation to assist affiliates in the acquisition of additional funding. The research activities supported include conference presentations of research papers, petit research grants, small research grants and large research grants. These are described on the following page.
Research methods may be quantitative or qualitative, and research proposals combining primary and/or secondary data sources with administrative data are encouraged.
Eligibility
Applicants must be full-time UL Lafayette faculty members. Graduate students may apply, working under their major professor as the affiliate. Prior to submitting a grant application, all UL Lafayette faculty members are invited to complete the application for consideration to membership in the Picard Center Faculty Affiliate. Application forms for membership are available here. Request for Proposals will be posted on the Picard Center web site by the end of November 2009. Any affiliate application material is to be sent to the Chief of Operations, Susan A. Aysenne, Ed.D., via email at susan.aysenne@louisiana.edu.

Awards
The awards, as described below, will be available each fiscal year (July 1 – June 30) for the Internal Research Support Program. The total amount available will be determined prior to the start of the fiscal year. Based on the quality of the applications for each level, the Picard Center Executive staff reserves the right to modify the amounts available among the levels of awards. Any unused dollars will revert back to the Picard Center to support its ongoing research.
Awards will be distributed in four levels:
Conference Grants of $1,000 or less: These grants are designed to provide financial assistance to affiliates for expenses incurred related to conference travel where a research paper (involving an analysis conducted using the data harvested through the Picard Center) is being presented. Awards will be distributed monthly.
Petit Research Grants of $5,000 or less: These small awards are designed to assist affiliates with the purchase of transcriptions, minor equipment and short-term research assistants. Awards will be distributed monthly.
Small Research Grants greater than $5,000 and less than or equal to $10,000: These awards are designed to assist affiliates with obtaining graduate students, research assistants and salary support. At the conclusion of the award period, a short report, policy brief or article describing the research supported by this award is required for inclusion in the Picard Center’s electronic newsletter. With the understanding that most research work is conducted during the summer, faculty will have two opportunities to seek funding under the two award periods (fall and spring semesters), subject to funding availability.
Large Research Grants greater than $10,000 and less than or equal to $20,000: These awards are designed to assist affiliates or their students with larger scale research projects, research assistants, salary support and possible travel associated with the project. At the conclusion of the award period, a full-length research paper describing the research methods and results supported by this award is required, as well as a journal-style article for submission in a refereed journal. Subject to the discretion of the Picard Center Executive Director, the report will be disseminated via the Picard Center web site, along with the inclusion of the executive summary in the Picard Center’s electronic newsletter. With the understanding that most research work is conducted during the summer, faculty will have two opportunities to seek funding under the two award periods (fall and spring semesters), subject to funding availability.
